Procedure for recruiting foreigners and stateless persons

Together with the application the foreigners should apply the following documents:

  1. a document on the received educational (educational qualification) level and an appendix with grades (points) received in academic disciplines (the original with a notarized translation into Ukrainian is provided);
  2. an extract from the student’s academic record (form No. H-2.03, for applicants – students of the National University of Chemical Technology)
  3. certificate of completion of the preparatory department with mandatory results of the Ukrainian language test (if available);
  4. health certificate from the home country issued by a medical institution no earlier than 2 months before entering Ukraine (the original with a notarized translation into Ukrainian is required);
  5. birth certificate (the original with a notarized translation into Ukrainian is required);
  6. fifteen identical color photographs (without a headdress, on a uniform light background) measuring 3.5 × 4.5 cm;
  7. a copy of a marriage certificate or a certificate of change of surname (for persons with different surnames, names or patronymics in their documents) (the original with a notarized translation into Ukrainian is required);
  8. two copies of the passport (pages containing the applicant’s surname, name and patronymic, series, number, where, by whom and when the passport was issued) (the original with a notarized translation into Ukrainian is required);
  9. health insurance policy;
  10. an invitation to study, drawn up in accordance with the model of the Ministry of Education and Science of Ukraine, issued by the Department of International Relations of NUPh or another Ukrainian higher education institution.

WARNING! The documents specified in subsections 3, 5 and 6 must be certified in the country of their issuance in the manner that is officially used in this country for such certification, and legalized by the relevant foreign institution of Ukraine, unless otherwise stipulated by international treaties of Ukraine (for countries that are parties to the Convention , which cancels the requirement of legalization of foreign official documents (The Hague, 1961), – affixing the “Apostille” stamp).

When accepting persons who submit a document about the degree (level) of education obtained abroad, the procedure for recognizing and establishing the equivalence of the document about education is mandatory, which is carried out in accordance with the Procedure for the recognition of degrees of higher education obtained in foreign higher educational institutions, approved by order of the Ministry of Education and Science of Ukraine dated May 5, 2015 No. 504, (with changes introduced in accordance with the order of the Ministry of Education and Science of Ukraine dated September 5, 2022 No. 784 “On Amendments to the Order of the Ministry of Education and Science dated May 5, 2015 No. 504” , registered in the Ministry of Justice of Ukraine on October 21, 2022 under No. 1288/38624).

Foreign education documents for the recognition (nostrification) procedure are submitted to the competent recognition body before the start of studies or during the first month of studies.

In all documents, the surname, first name, and patronymic must be the same (up to the letter).

Copies of documents without presenting the originals will not be considered.

Documents that do not meet the specified requirements, are not submitted in a complete list, or contain errors and corrections, will not be accepted for consideration by the Selection Committee.

Enrollment of foreigners to study at NUFT for higher education is carried out based on the results of entrance exams and on the basis of academic rights to continue studying, provided by a document on the level of education obtained in the country of origin, and taking into account the success scores that give the right to continue studying at the next level higher education.

FEATURES OF ADMISSION TO EDUCATION IN NUHT

FOREIGNERS AND STATELESS PERSONS

1. Admission to higher education institutions of foreigners and stateless persons is carried out in accordance with the Laws of Ukraine “On Higher Education”, “On the Legal Status of Foreigners and Stateless Persons”, “On Ukrainians Abroad”, “On Refugees and Persons in Need additional or temporary protection”, “On the establishment of additional legal and social guarantees for citizens of the Republic of Poland who are in the territory of Ukraine”, by the Cabinet of Ministers of Ukraine Resolution No. 729 of September 12, 2018 “Issues of obtaining higher education by certain categories of persons”, by order of the Ministry of Education and Sciences of Ukraine dated November 1, 2013 No. 1541 “Some issues of organization of recruitment and training (internship) of foreigners and stateless persons”, registered with the Ministry of Justice of Ukraine on November 25, 2013 under No. 2004/24536, by order of the Ministry of Education and Science of Ukraine dated 02 No. 1498 of December 2019 “On approval of the Procedure for setting quotas for obtaining higher education by foreigners and stateless persons within the scope of the state order in accordance with international treaties of Ukraine”, registered with the Ministry of Justice of Ukraine on February 10, 2020 under No. 153/34436.

2. Citizens of the Russian Federation and the Republic of Belarus, who do not have a permanent (temporary) residence permit in Ukraine, are admitted to study with the individual permission of the Ministry of Education and Science of Ukraine.

3. Foreigners and stateless persons (hereinafter referred to as foreigners) may obtain higher education at the expense of individuals and/or legal entities, unless otherwise provided by international treaties of Ukraine, the binding consent of which has been granted by the Verkhovna Rada of Ukraine, legislation or agreements between higher education institutions education about international academic mobility.

Admission of foreigners to higher education institutions for study at the expense of the state budget is carried out within the quotas for foreigners (except for foreigners and stateless persons, including Ukrainians living abroad permanently in Ukraine, citizens of the Republic of Poland, persons recognized as refugees, and persons who need additional protection).

Foreign citizens and stateless persons are admitted to accredited educational programs.

4. Foreigners who have received an invitation to study, registered in the Automated System “Electronic Journal” of a state-owned enterprise authorized by the Ministry of Education and Science of Ukraine, have received a set of information and consulting support services, and have received an entry visa can participate in remote admission to Ukraine (except for citizens of visa-free entry countries) for the purpose of study or have carried out the procedure for legalization of education documents in the country of their issuance: (have carried out legalization at the Ministry of Foreign Affairs (MFA) of the country that issued the education document; carried out legalization at the consular department of the diplomatic institutions of Ukraine abroad (consular legalization or apostille)).

In order to organize the remote recruitment of foreign citizens to study for higher education, the educational institution concludes an agreement with a partner organization that is a resident of the country of origin of the entrants. The subject of the agreement is the provision of services for personal identification, verification of original documents of entrants, organization of receiving entrants’ applications in electronic form, provision of premises and technical means for conducting consultations and entrance tests by a higher education institution in a remote format.

In the case of remote admission, the foreigner sends legalized and notarized copies to the educational institution by postal means
documents on previous education. At the first crossing of the state border of Ukraine and after arriving at the educational institution, the foreigner hands over
original documents in person.

5. Please note that foreign documents on education for the recognition (nostrification) procedure in order to exercise the right of the owner of the document on education to apply for admission to a university and/or to continue studying at a certain level of higher education are submitted to the competent body for recognition before the start of studies or during the first month of study.

6. Enrollment of foreign entrants for studies at the expense of individuals and/or legal entities may be carried out by institutions of higher education
twice a year during the deadlines for obtaining bachelor’s and master’s degrees determined by these Admission Rules.

The institution of higher education calculates the entrant’s points/grades on the basis of the document on the previously obtained level of education and establishes the minimum value of the number of points/grades in the general education subjects required for admission, from which the entrance test is conducted.

Enrollment of foreigners to study at the appropriate level of higher education is carried out based on the results of entrance tests in specified subjects and the language of study and on the basis of academic rights to continue studies, provided by a document on the level of education obtained in the country of origin, and taking into account the success scores that give the right to continuation of studies at the next level of higher education in accordance with the legislation of the country that issued the document on the obtained degree (level) of education.

7. All categories of foreigners enrolled in studies are enrolled in higher education institutions of Ukraine on the basis of enrollment orders.

Confirmation of the fact of training can be a certificate issued at the EDEBO.

8. Foreigners who are granted state scholarships under international treaties, state-wide programs, and other international obligations of Ukraine are admitted to study within the limits of the established quotas for foreigners on the basis of referrals from the Ministry of Education and Science of Ukraine.

9. Foreigners who come to Ukraine to participate in academic mobility programs or to obtain higher education according to educational programs agreed between Ukrainian and foreign institutions of higher education are admitted to study taking into account the relevant contractual obligations of the relevant institutions of higher education.

10. Foreigners and stateless persons, in particular Ukrainians living abroad permanently in Ukraine, citizens of the Republic of Poland, persons recognized as refugees, and persons in need of additional protection, have the right to obtain higher education on an equal basis with citizens of Ukraine, in particular at the expense of funds from the state or local budget, with exceptions established by the Constitution of Ukraine, laws of Ukraine or international treaties, consent to the bindingness of which has been given by the Verkhovna Rada of Ukraine.

Foreign Ukrainians whose status is certified by a certificate of a foreign Ukrainian (except for persons permanently residing in Ukraine) may enroll in state-ordered studies within the limits of the established quotas for foreigners by taking an entrance exam for foreigners in the subjects provided for in the Admission Rules.

11. For entrants – foreigners and stateless persons who are in the territory of Ukraine on legal grounds, the acceptance of applications and documents, entrance tests, competitive selection and enrollment to study at the university to obtain a bachelor’s degree on the basis of a complete general secondary education is carried out in the following terms :

Terms of enrollment of foreign students no later than 15 days after the competitive selection

12. For entrants – foreigners and stateless persons who are in the territory of Ukraine on legal grounds, the acceptance of applications and documents, entrance tests, competitive selection and enrollment to study at the university to obtain a bachelor’s degree with a shortened period of study is carried out in the terms specified in Clause 5.2.1 of the Rules of Admission to the National University of Food Technologies.

13. For entrants – foreigners and stateless persons who are in the territory of Ukraine on legal grounds, applications and documents are accepted, entrance tests, competitive selection and enrollment in studies to obtain a master’s degree are carried out within the terms specified in clause 5.4.1 of the Rules admission to the National University of Food Technologies.
