Procedure for recruiting foreigners and stateless persons
- The peculiarities of the organization of recruiting foreigners to NUFT are defined in the Procedure for the recruitment and training (internship) of foreigners and stateless persons (Order of the Ministry of Education and Science of Ukraine dated November 1, 2013 No. 1541 (in the relevant cases according to the Order of the Ministry of Education and Science No. 1167 dated 11.08.2017 and in the wording of the order of the Ministry of Education and Science of Ukraine dated December 11, 2015, No. 1272) and in the Conditions for Admission to Higher Education Institutions in 2019.
- The operation of the Procedure does not apply to foreigners who are legally residing in Ukraine, persons who have been granted refugee status in Ukraine, and those who need additional or temporary protection
- Foreigners’ education is carried out on full-time and correspondence-course study forms
- Foreigners enrolle in NUFT under accredited educational programs within the limits of vacant places of licensed volume
- To enter NUFT, a foreigner personally applies in paper form to the Admission Committee (Kyiv, Volodymyrska St., 68, room B-408).
Together with the application the foreigners should apply the following documents:
1) the original and 2 copies of the passport or a document certifying a stateless person with a notary translation into Ukrainian;
2) a copy and original of the previously acquired education (educational-qualifying) level with the notary translation into Ukrainian;
3) the attachment (the original and its copy) to the document on the previously acquired educational (educational-qualifying) level with the translation into Ukrainian certified by a notary, on the basis of which the introduction is made (in the presence);
4) medical certificate of health, illuminated by the official health authority of the country from which the foreigner arrived with the translation into Ukrainian certified by notary;
5) a health insurance policy, unless otherwise provided by international treaties of Ukraine;
6) 8 photographs in the size of 35×45 mm;
7) a copy of the certificate of a foreign Ukrainian (in the presence);
8) invitation to study.
ATTENTION! The documents referred to in subparagraphs 2 – 3 of this paragraph should be certified in the country of issue in a way that is officially used in this country for this witness, and legalized by the respective foreign missions of Ukraine, unless otherwise provided by international treaties of Ukraine.
All documents should have the same (by letters) surname, name, patronymic.
- Copies of documents without presentation of originals are not taking into consideration.
Documents that do not have the specified requirements, are not listed in full or contain errors and corrections, are not accepted for consideration by the Selection Committee.
Foreign citizens are admitted to the University by the results of an interview and on the basis of the academic rights of continuing education, provided by the document on the acquired education level in the country of origin, and taking into account the success rates that give the right to continue education at the next education level.

- PECULIARITIES OF ADMISSION TO STUDIES IN INSTITUTIONS OF HIGHER EDUCATION OF FOREIGNERS AND PERSONS WITHOUT CITIZENSHIP
14.1. Admission to higher education institutions of foreigners and stateless persons is carried out in accordance with the Laws of Ukraine On Higher Education, On the Legal Status of Foreigners and Stateless Persons, On Ukrainians Abroad, On Refugees and Persons in Need of Additional or of temporary protection, Decree of the President of Ukraine of June 3, 1994 No. 271 On measures to develop economic cooperation of regions of Ukraine with adjacent regions of the Republic of Belarus and administrative-territorial units of the Republic of Moldova, Resolution of the Cabinet of Ministers of Ukraine of September 11, 2013 No. 684 issues of enrollment for training of foreigners and stateless persons, the order of the Ministry of Education and Science of Ukraine dated November 1, 2013 No 1541 Some issues of recruitment and training (internship) of foreigners and stateless persons, registered in the Ministry of Justice of Ukraine on November 25, 2013 for No. 2004/24536.
14.2. Foreigners and stateless persons (hereinafter – foreigners) may obtain higher education at the expense of individuals and /or legal entities, unless otherwise provided by international treaties of Ukraine, the binding nature of which is approved by the Verkhovna Rada of Ukraine, legislation or agreements between higher education institutions on international academic mobility.
Admission of foreigners to higher education institutions at the expense of the state budget is carried out within the quotas for foreigners (except for foreigners and stateless persons, including foreign Ukrainians permanently residing in Ukraine, persons recognized as refugees and persons in need additional protection).
Admission to study of foreign citizens and stateless persons is carried out on accredited educational programs.
14.3. Admission of foreigners to study at the expense of individuals and/or legal entities may be carried out by higher education institutions before and at the beginning of academic semesters (but not later than November 1 and March 1, respectively), for bachelor’s and master’s degrees.
The higher education institution calculates the points / grades of the entrant on the basis of the document on the previous level of education and sets the minimum required for admission value of the number of points / grades in general education subjects from which the entrance examination is conducted. Enrollment of foreigners in the appropriate level of higher education is based on the results of entrance exams in the form of an interview in certain subjects and language of instruction and on the basis of academic rights to continue education, provided by the document on the level of education in the country of origin give the right to continue education at the next level of higher education in accordance with the legislation of the country that issued the document on the degree (level) of education.
14.4. All categories of foreigners entering education are enrolled in higher education institutions of Ukraine on the basis of enrollment orders.
Confirmation of the fact of training can be a certificate generated in EDEBO.
14.5. The requirements of the higher education institution regarding the suitability of entrants from among foreigners who came to Ukraine for study, the conditions of admission to the appropriate levels of higher education, as well as the deadlines for applications and documents, entrance examinations, creative competitions and enrollment are specified in the Rules of Admission and on the official website of the institution of higher education.
14.6. Foreigners who receive state scholarships under international agreements, national programs, and other international obligations of Ukraine are admitted to study within the established quotas for foreigners on the basis of directions from the Ministry of Education and Science of Ukraine.
14.7. Foreigners arriving in Ukraine to participate in academic mobility programs or to obtain higher education in educational programs agreed between Ukrainian and foreign higher education institutions are admitted to study, taking into account the relevant contractual obligations of the relevant higher education institutions.
14.8. Foreign Ukrainians who are legally present in Ukraine and whose status is certified by a certificate of a foreign Ukrainian, upon entering higher education institutions of Ukraine enjoy the same rights to education as citizens of Ukraine, except as provided by the Constitution of Ukraine, laws of Ukraine or international agreements approved by the Verkhovna Rada of Ukraine.
Foreign Ukrainians, whose status is certified by a certificate of a foreign Ukrainian (except for persons permanently residing in Ukraine), may enroll in state-ordered education within the established quotas for foreigners by interview in subjects provided for in these Admission Rules.
14.9. Foreigners and stateless persons, including foreign Ukrainians permanently residing in Ukraine, persons recognized as refugees, and persons in need of additional protection, have the right to receive higher education on an equal footing with citizens of Ukraine, including at the expense of the state or local budget.
14.10. Foreigners personally apply for admission to the university, which indicates the specialty (specialization, field of study) and form of study.
The applicant adds to the application:
- a document on the obtained educational (educational-qualification) level and an appendix with grades (points) obtained from academic disciplines;
- extract from the student’s study card (form No. Н-2.03, for entrants – students of NUFT);
- certificate of completion of the preparatory department with the results of certification in Ukrainian or Russian languages (if there is one);
- certificate of health from the homeland, issued by a medical institution not earlier than 2 months before entering Ukraine;
- birth certificate;
- fifteen identical color photographs (without headdress, on a uniform light background) measuring 3.5 × 4.5 cm;
- a copy of the marriage certificate or certificate of change of surname (for persons who have discrepancies in surnames, names or patronymics in the documents);
- a copy of the passport (pages with the name, surname and patronymic of the applicant, series, number, where, by whom and when the passport was issued);
- insurance policy for medical care;
- invitation to study, issued on the model of the Ministry of Education and Science of Ukraine, issued by the Department of International Relations of NUFT.
Original documents must be presented in person.
14.11. Documents must be certified in the country of issue in the manner officially used in that country for such certification, and legalized by the relevant foreign institution of Ukraine, unless otherwise provided by international treaties of Ukraine (for countries – parties to the Convention abolishing the legalization of foreign official documents). Hague, 1961, – affixing the stamp “Apostille”).
14.12. When accepting for training persons who submit a document on the degree (level) of education (hereinafter – the Document), the procedure for recognition and equivalence of the Document is mandatory, which is carried out in accordance with the Procedure for recognition of higher education degrees obtained in foreign higher education institutions, approved by the order of the Ministry of Education and Science of Ukraine dated May 5, 2015 No. 504, registered with the Ministry of Justice of Ukraine on May 27, 2015 under No. 614/27059. The procedure for recognition of the Document for the purpose of continuing education is carried out before the beginning of the second semester of the first year of study of its owner.
14.13. The entrant submits the documents to the admissions committee in the original, and if they are made in a language other than Ukrainian – together with a notarized translation into Ukrainian.
14.14. If none of the documents (or their translation) submitted to the Admissions Committee specifies in Ukrainian the full name, first name and patronymic of the entrant, then a notarized translation into Ukrainian of the entrant’s passport or birth certificate shall be submitted, where in full his last name, first name and patronymic are indicated.
14.15. All copies of documents are certified by the originals by the selection committee or in the manner prescribed by law. Copies of documents without presentation of originals are not considered.
14.16. Documents that do not meet these requirements are not submitted in the full list above, or that contains errors and corrections, are not accepted for consideration by the selection committee.
14.17. The Admissions Committee reviews the documents of applicants and decides on admission to the competitive selection for admission to the University within three working days from the date of registration of the application in EDEBO or receipt of entrance examinations, but not later than the next day after acceptance of documents.
14.18. The fact of acquaintance of the entrant with the rules of admission, the available license and the certificate of accreditation of the corresponding direction (specialty) is fixed in the application of the entrant and is confirmed by his personal signature.
14.19. For entrants – foreigners and stateless persons who are on the territory of Ukraine on legal grounds, acceptance of applications and documents, entrance examinations, competitive selection and enrollment in the university for a bachelor’s degree on the basis of full general secondary education is carried out in the following terms:

14.20. For entrants – foreigners and stateless persons who are on the territory of Ukraine on legal grounds, acceptance of applications and documents, entrance examinations, competitive selection and enrollment in the university for a bachelor’s degree with a reduced period of study is carried out within the time limits specified in p. 5.2.1.
14.21. For entrants – foreigners and stateless persons who are on the territory of Ukraine on legal grounds, acceptance of applications and documents, entrance examinations, competitive selection and enrollment in branches, which in their Table 1 indicated the possibility of entry of foreigners and stateless persons to obtain bachelor’s degree with a reduced period of study, conducted in the period specified in paragraph 5.2.2.
14.22. For entrants – foreigners and stateless persons who are on the territory of Ukraine on legal grounds, acceptance of applications and documents, entrance examinations, competitive selection and enrollment for a master’s degree is carried out within the time limits specified in paragraph 5.3.1.
14.23. Competitive selection and enrollment of entrants – foreigners and stateless persons who enter the university on the basis of complete general secondary education for a bachelor’s degree, is based on the results of entrance examinations in these subjects (see Information Table 2).
Programs of entrance examinations with the specified categories of persons are approved by the chairman of the admission commission. Criteria for assessing the knowledge of entrants in each subject of the entrance exam are developed by the admissions committee.
The entrance exam is rated on a scale of 100 to 200 points.
The minimum number of points for assessing entrance exams for admission to the competition is specified in Information Table 2.
Entrants who received a lower grade than the one indicated in Information Table 2 are not admitted to further entrance exams.
Competitive score is calculated as the sum of grades of entrance exams in the first, second and third subjects specified in Information Table 2 and the average score of the document on the level of education in the country of origin, translated into a scale of 100 to 200 points according to the table complete general secondary education, calculated on a 12-point scale, on a scale of 100-200 (Annex 5 to the Conditions of Admission). When using other evaluation scales, the order of recalculation is determined by the selection committee.
14.24. Competitive selection and enrollment of entrants – foreigners and stateless persons, who on the basis of the educational and qualification level of a junior specialist enter the university for a bachelor’s degree, is based on the entrance exams in the Ukrainian language and professional disciplines.
Programs of professional entrance examinations, entrance examination in the Ukrainian language and criteria for assessing the knowledge of entrants in the entrance examinations are developed by professional attestation and subject examination commissions.
Entrance exams are rated on a scale of 100 to 200 points.
The minimum number of points for assessing entrance exams for admission to the competition is specified in the Information Table 3.
Entrants who received a lower grade in the entrance exam than indicated in Information Table 3 are not allowed to take further entrance exams.
The competition score is calculated as the sum of grades of entrance exams in the Ukrainian language and professional disciplines specified in Information Table 2 and the average score of the document on the level of education in the country of origin, translated into a scale of 100 to 200 points according to the table. complete general secondary education, calculated on a 12-point scale, on a scale of 100-200 (Annex 5 to the Conditions of Admission). When using other evaluation scales, the order of recalculation is determined by the selection committee.
14.25. Competitive selection and enrollment of entrants – foreigners and stateless persons who, on the basis of a bachelor’s degree (educational qualification level of a specialist) enter the university for a master’s degree, is based on the entrance exams in business Ukrainian and professional disciplines.
Programs of professional entrance examinations, entrance exam of business Ukrainian language and criteria of assessment of knowledge of entrants on entrance examinations are developed by professional attestation and subject examination commissions.
Entrance exams are rated on a scale of 100 to 200 points. The minimum number of points for assessing entrance exams for admission to the competition – 100.
Entrants who received a score of less than 100 points in the entrance exam are not allowed to take further entrance exams.
Competitive score is calculated as the sum of grades of entrance exams in business Ukrainian and professional disciplines specified in Information Table 5 and the average score of the document on the level of education in the country of origin, translated into a scale from 100 to 200 points according to the table on complete general secondary education, calculated on a 12-point scale, on a scale of 100-200 (Annex 5 to the Conditions of Admission). When using other evaluation scales, the order of recalculation is determined by the selection committee.
The interview is conducted:
1) for foreigners applying for bachelor’s degree – from competitive subjects, including Ukrainian language, in accordance with the Rules of admission to the National University of Food Technologies. The interview results are rated on a 200-point scale.
2) for foreigners applying for master’s degree – the professional examination in accordance with the Rules of admission to the National University of Food Technology and Ukrainian language. The interview results are ranked on a 100-point scale.
The terms of the interview are set by the Admissions Committee at the submission of the Selection Committee.
The conditions for enrollment of foreigners to study to NUFT for higher education at the appropriate level is the knowledge of Ukrainian language at the level sufficient for the acquisition of educational material, which is confirmed by the results of the interview. If a foreigner does not know Ukrainian language in sufficient level, the university invites him to the Preparatory Department.
In the case of admission to training of minors contracts (contracts) are concluded by their parents or legal representatives.
The education documents of the foreigners issued by the educational institutions of other countries are recognized in Ukraine in accordance with the legislation.
According the results of the recognition process, the NUFT will decide to continue the training at a level consistent with the results of the recognition procedure or to expel the foreign student.
In case of the non-authenticity of the submitted document on the acquired educational level, NUFT will expel such a foreigner.
The periods of studying are determined by a separate order of NUFT in accordance with the duration of educational programs and also include the period required for admission to the next level of education and / or the formal certification obtained after the completion of training documents.
