ADMISSION RULES
to
National University of Food Technologies
(including for separate structural subdivisions)
in 2025

These rules regulate the procedure for organizing and conducting admission to the National University of Food Technologies (hereinafter referred to as the NUFT) – its main educational institution “National University of Food Technologies”, located at:, 68, Volodymyrska St., 01601, Kyiv-33 (hereinafter referred to as the University) and its separate structural divisions.
Educational activities at the NUFT are carried out in accordance with the license of the Ministry of Education and Science of Ukraine.
The Admission Rules have been developed by the Admissions Committee of the National University of Chemical Technology (hereinafter referred to as the Admissions Committee) in accordance with the legislation of Ukraine, in particular the Procedure for Admission to Higher Education in 2026 (hereinafter referred to as the Admissions Procedure), approved by Order of the Ministry of Education and Science of Ukraine dated February 10, 2026 No. 168, registered with the Ministry of Justice of Ukraine on February 26, 2026 under No. 312/43718, as amended by Order of the Ministry of Education and Science of Ukraine dated February 27, 2026 No. 386, registered with the Ministry of Justice of Ukraine on February 28, 2026 under No. 330/43736.

The Admission Rules are valid until December 31, 2026.

FEATURES OF ADMISSION OF FOREIGNERS AND STATELESS PERSONS

Admission of foreigners and stateless persons to higher education institutions shall be carried out in accordance with the Laws of Ukraine “On Higher Education”,

“On the Legal Status of Foreigners and Stateless Persons”, “On Foreign Ukrainians”, “On Refugees and Persons in Need of Additional or Temporary Protection”, “On Establishing Additional Legal and Social Guarantees for Citizens of the Republic of Poland Staying in the Territory of Ukraine”; Resolution of the Cabinet of Ministers of Ukraine No. 729 of 12 September 2018 “Issues of Obtaining Higher Education by Certain Categories of Persons”; the Procedure for Organizing Admission to Vocational (Vocational-Technical), Professional Pre-Higher and Higher Education Institutions of Ukraine and Education (Internship) of Foreigners and Stateless Persons Using the Unified Interagency Information System of Ukraine for Foreigners and Stateless Persons Wishing to Study in Vocational (Vocational-Technical), Professional Pre-Higher and Higher Education Institutions of Ukraine, approved by Resolution of the Cabinet of Ministers of Ukraine No. 758 of 28 June 2024; Order of the Ministry of Education and Science of Ukraine No. 1541 of 01 November 2013 “Certain Issues of Organizing Admission and Education (Internship) of Foreigners and Stateless Persons”, registered with the Ministry of Justice of Ukraine on 25 November 2013 under No. 2004/24536; Order of the Ministry of Education and Science of Ukraine No. 1498 of 02 December 2019

“On Approval of the Procedure for Establishing Quotas for Higher Education for Foreigners and Stateless Persons Within the Scope of State-Funded Places in Accordance with International Treaties of Ukraine”, registered with the Ministry of Justice of Ukraine on 10 February 2020 under No. 153/34436.

Persons admitted to study for obtaining higher education on equal terms with citizens of Ukraine may follow the admission pathway for higher education applicants and enjoy the right to free higher education in the manner prescribed for citizens of Ukraine.

Foreigners and stateless persons (including stateless persons who have applied for recognition as refugees, persons who have applied for protection in Ukraine and submitted a certificate confirming such application, the form of which was approved by Order of the Ministry of Internal Affairs of Ukraine No. 649 of 07 September 2011, registered with the Ministry of Justice of Ukraine on 05 October 2011 under No. 1146/19884) (hereinafter referred to as “foreigners”) may be admitted to study for obtaining higher education at the expense of individuals and/or legal entities, unless otherwise provided by international treaties of Ukraine approved by the Verkhovna Rada of Ukraine, legislation, or agreements between higher education institutions on international academic mobility.

Admission of foreigners to state-funded places is carried out within the quota for foreigners based on referrals issued by the Ministry of Education and Science of Ukraine to applicants receiving state scholarships under international treaties, national programs, other international obligations of Ukraine, recommended for admission by competent authorities of foreign states with which international agreements have been concluded and/or by their diplomatic missions.

Foreign Ukrainians whose status is confirmed by a Foreign Ukrainian Certificate (except for persons permanently residing in Ukraine) may be enrolled at the expense of the state budget within the established quotas for foreigners.

Citizens of the Russian Federation, the Islamic Republic of Iran, the Republic of Belarus, and the Democratic People’s Republic of Korea who do not hold a permanent residence permit in Ukraine shall be admitted only upon obtaining an individual authorization from the Ministry of Education and Science of Ukraine. Citizens of the Russian Federation and the Republic of Belarus who defended the independence, sovereignty, and territorial integrity of Ukraine and obtained combatant status in accordance with the Procedure for Granting and Revoking Combatant Status and War Disability Status to Foreigners and Stateless Persons Who Defended the Independence, Sovereignty, and Territorial Integrity of Ukraine, approved by Resolution of the Cabinet of Ministers of Ukraine No. 719 of 18 June 2025, as well as their children, may be admitted without such individual authorization.

Admission of foreigners to higher education programs (except for persons admitted on equal terms with citizens of Ukraine) is conducted for accredited educational programs.

Admission of foreigners may be conducted in person and/or remotely. Recruitment of foreigners is carried out through the Unified Interagency Information System of Ukraine for Foreigners and Stateless Persons Wishing to Study in Vocational (Vocational-Technical), Professional Pre-Higher and Higher Education Institutions of Ukraine (hereinafter – the Unified System), except for persons admitted on equal terms with citizens of Ukraine.

The validity period of an electronic invitation for study issued through the Unified System shall not exceed six months from the date of applying the qualified electronic seal of the higher education institution or the qualified electronic signature of its authorized representative.

Foreigners who have obtained an electronic invitation for study and completed the procedure for certification of educational documents in their country of origin in a manner officially applied in that country (consular legalization, including legalization by the relevant foreign diplomatic mission of Ukraine, or apostille affixed for countries that are parties to the Convention Abolishing the Requirement of Legalisation for Foreign Public Documents), except for documents issued in Ukraine, may participate in remote admission procedures.

To organize remote admission of foreigners for higher education studies, the higher education institution shall conduct applicant identification and entrance examinations remotely while ensuring video recording of the process (including recording of the applicant’s device screen). The video recording of the entrance examination shall be stored by the institution for five years after the examination, and a link to the recording shall be entered into the Unified State Database.

In the case of remote admission, the foreign applicant shall send legalized copies of previously obtained educational documents and their notarized Ukrainian translations to the higher education institution by postal service. Upon first crossing the state border of Ukraine and arriving at the educational institution, the foreign applicant shall personally submit the original documents.

Admission of foreigners for obtaining Bachelor’s, Master’s and Doctor of Philosophy (PhD) degrees at the expense of individuals and/or legal entities shall be carried out within the timeframes specified in Sections 4–6 of these Admission Rules.

Admission of foreigners to higher education programs shall be based on documents confirming previously obtained educational levels and qualifications, as well as academic rights to continue education granted by such documents in the country of origin, taking into account academic performance scores that provide the right to continue studies at the next level of higher education, if such requirements are established by the legislation of the country that issued the educational qualification document.

Competitive selection of foreigners for higher education studies (except for persons admitted on equal terms with citizens of Ukraine) shall be based on the results of an entrance examination for foreigners, taking into account the specifics of the educational program (specialty) to which admission is sought. The score obtained in the entrance examination for foreigners constitutes the sole component of the competitive score for this category of applicants.

Deadlines for submission of applications and documents, conduct of entrance examinations for foreigners, and enrollment shall be published on the official website of the higher education institution.

Foreigners arriving in Ukraine to participate in academic mobility programs or to obtain higher education under educational programs agreed between Ukrainian and foreign higher education institutions shall be admitted taking into account the contractual obligations of the respective institutions.

VISA REQUIREMENTS

Applicants from visa-required countries, as well as countries with which Ukraine has signed agreements for a visa-free stay of up to 90 days (for tourist, private, or business trips), must obtain a long-term (“study,” type D) visa to Ukraine, which allows staying in Ukraine for more than 90 days.

Citizens of countries with which Ukraine has visa-free agreements—Georgia, Moldova, Armenia, Azerbaijan, Uzbekistan—do not need to obtain a visa to enter Ukraine. However, they must provide the original or a photocopy of the “Invitation to Study” when crossing the Ukrainian border as proof of the purpose of their entry.

To obtain a type D visa (D13), a study candidate must submit the required documents to the Ukrainian consulate in their country, as listed on the Embassy’s website. This list of documents must include the original “Invitation to Study.” Additionally, please note that your documents proving prior education must be officially certified in the manner accepted in your country before submission to the consulate (legalized through the Ministry of Education, Ministry of Foreign Affairs, and the Ukrainian Embassy in your country, or certified with an Apostille stamp and legalized at the Ukrainian Embassy). These documents must be officially recognized in Ukraine for the Ukrainian university to issue a diploma upon completion of studies. Please note that foreign educational documents must be submitted for recognition to the competent authority before the start of studies or within the first month of studies (in accordance with changes in national legislation regarding the recognition of foreign qualifications).

All “Invitations to Study” issued by the university undergo mandatory registration with the Ministry of Education and Science of Ukraine through the Ukrainian State Center for International Education before being issued to applicants. The university provides consulates with official confirmation of such registration (visa support). Without visa support, the consulate will not accept a foreigner’s documents for a student visa.

Foreigners and stateless persons residing in Ukraine personally submit an application for admission to the university, indicating the chosen specialty (specialization, field of study) and form of study. The following documents must be attached to the application:

✔ Document confirming the obtained educational (educational-qualification) level and a transcript with grades (scores) for academic subjects (original with a notarized translation into Ukrainian).
✔ Academic transcript (Form No. N-2.03, for applicants who are students of NUFT).
✔ Certificate of completion of the preparatory department, including mandatory Ukrainian language proficiency results (if applicable).
✔ Health certificate issued by a medical institution in the applicant’s home country no earlier than 2 months before entering Ukraine (original with a notarized translation into Ukrainian).
✔ Birth certificate (original with a notarized translation into Ukrainian).
✔ Fifteen identical color photographs (without headwear, on a plain light background) sized 3.5 × 4.5 cm.
✔ Copy of a marriage certificate or name change certificate (for individuals with discrepancies in surnames, names, or patronymics in documents) (original with a notarized translation into Ukrainian).
✔ Two copies of the passport (pages containing the applicant’s surname, name, patronymic, series, number, issuing authority, and date of issue) (original with a notarized translation into Ukrainian).
✔ Medical insurance policy for healthcare services.
✔ Invitation to Study issued in accordance with the template of the Ministry of Education and Science of Ukraine by the International Relations Department of NUFT or another Ukrainian higher education institution.

RULES AND ACADEMIC REQUIREMENTS FOR FOREIGN CITIZENS

Key to Successful Studies

Foreign citizens must regularly attend classes, complete homework on time, engage in sports, spend time outdoors, rest, and actively participate in the university’s cultural life.

It is mandatory for students to study at home, attend language workshops, and consult with professors and lecturers during classes.

Students must adhere to their schedules, never miss classes without a valid reason, and avoid being late. Every student should understand that consistent, diligent academic work throughout the year will significantly simplify exam preparation and save time.

Any student who misses 20% or more of academic hours without a valid reason will face difficulties completing the course and may even be expelled from the Premature Ejaculation Medicine university.

Violation of Academic Rules and Penalties

Students who miss classes without a valid reason or fail to comply with rules during classes or in the dormitory are held accountable for violating university regulations.

If a student violates Ukrainian law and is found guilty by a court, they will be punished in accordance with the court’s ruling.

If a student is found guilty of violating university rules, they will receive a reprimand. The educational services contract stipulates expulsion after three reprimands.

Termination of the educational services contract results in the immediate loss of the student’s right to reside in the dormitory and subsequent eviction.

If an expelled individual refuses to leave Ukraine, they must be deported to their home country in accordance with the law, with formal recognition as persona non grata. The Ministry of Internal Affairs of Ukraine must notify the embassy of the country to which the individual is deported.

Daily Routine and Examinations

Classes start and end according to the schedule. The duration of classes is 80 minutes, with breaks after each 80-minute session. Students must familiarize themselves with the schedule before classes begin. During classes, students should not visit the dean’s office, department, cafeteria, or other facilities. The department accepts students after 14:00.

Students may consult with their instructors during and after classes.

Student performance is assessed based on test results, laboratory and individual work, completed credits, and passed exams.

Exams are permitted only after completing all mandatory tests, laboratory work, and consultations. During the winter session, students take written and oral exams in Russian (Ukrainian) language and receive credits for all other subjects. During the summer session (June-July), students take written and oral exams in Russian (Ukrainian) language, mathematics, physics, chemistry, economic geography, and receive credits in drafting, political science, and informatics. These exams are considered entrance exams for the university.

Students are evaluated on a 100-point scale, where:

  • 1–59 points: Unsatisfactory (equivalent to ECTS grades “F” [1–34 points] or “FX” [35–59 points]).
  • 60–74 points: Satisfactory (equivalent to ECTS grades “E” [60–66 points] or “D” [67–74 points]).
  • 75–89 points: Good (equivalent to ECTS grades “C” [75–81 points] or “B” [82–89 points]).
  • 90–100 points: Excellent (equivalent to ECTS grade “A”).

A student who receives an unsatisfactory exam grade is considered to have failed the exam.

Students who successfully pass final exams may, if desired, continue their studies at our university or any other university in Ukraine.

During the examination session, students must appear for exams on time as indicated in the schedule. Late students are not admitted to the exam. Retaking an exam after the general deadline is allowed only in exceptional cases with documented proof of the reason for postponement.

Students who fail to appear for an exam without a valid reason may be expelled from the university.

Addressing Academic Debts

Students are required to pass all exams and tests specified in the curriculum within the designated timeframe.

If a student receives an unsatisfactory grade (1–59 points on the 100-point scale) on an exam, they must retake it no later than two weeks after the session.

If a student receives three unsatisfactory grades, they are not allowed to retake these exams and may be expelled from the university due to academic debts.

Students are allowed to retake an exam in the following cases:

  • If the student failed the exam due to a valid reason.
  • If the student has no more than two academic debts.

According to the retake procedure, the student must complete all required laboratory or graphic assignments before being allowed to retake the exam or credit.

To retake an exam after the deadline set by the faculty dean’s office or institute directorate, the student must submit a request for permission to retake the exam.

An expelled student must leave the country within the specified timeframe.

Procedure for Contacting the University’s International Relations Department and Dean’s Office/Directorate

Throughout their studies, students may need to address issues such as obtaining invitations and visas, accessing information, receiving assistance in choosing a specialty, and more.

If a student requires an official document from the dean’s office/directorate or the Sector for Work with Foreign Citizens of the International Relations Department to submit to other institutions, they must submit an official application specifying their full name, country of origin, academic group, and the nature of the request.

If a preparatory department student encounters difficulties filling out the application, they should contact the staff of the department responsible for foreign students.

Student applications and requests are reviewed by the head of the department and the vice-rector coordinating international activities at NUFT.

The dean’s office/directorate is open daily from 14:00 to 17:00, except on weekends.

Care for University Equipment and Property

Students must treat university books, equipment, and furniture with care and keep the campus, classrooms, and workspaces clean.

A student who causes damage to university property must fully compensate for the losses as specified in the transfer act.

In cases of more serious violations, the student may be expelled from the university after compensating for the damages.

During laboratory or practical classes, students must strictly follow all instructions and orders from the laboratory supervisor or assistant.

Turning on or operating any equipment is permitted only with the permission of the instructor or laboratory assistant.
